ORPC was recently honored to host Ms. Jocelyn Fleming Gutchess. Jocelyn is the daughter of Major Philip B. Fleming, who headed the Quoddy Dam Project in the 1930s. The project, begun but never completed in Eastport, Maine, was the city’s first foray into tidal energy.

Eastport, with tides of 20 feet or more that are among the highest in the United States, has seen this kind of thing before — in the 1930s, during the administration of Franklin D. Roosevelt. F.D.R., who spent many summers on Campobello Island just across the water (and across the Canadian border) from Eastport, was well aware of the tides, as was another part-time Campobello resident, an engineer by the name of Dexter Cooper.
